What is the possible reason to have water in the basement? - reasons a recently stained deck is peeling

I did have a very dry basement, but recently I've noticed that there was water unferneath basement carpet along the wall after a heavy rain.

Is it possible that the roof is leaking and water came into the basement through the center of the drywall? Not seen water stains on the wall, but at least for now.
